Which music creation software with virtual instruments?

I’ve been looking into Cakewalk Music Creator 4 because of the virtual instruments but don’t know if It’s worth it. I play mostly grungy blues and a little goth.
Does Reaper have virtual instruments built in or do I need vi plug-ins?
