Which music creation software with virtual instruments?

I’m a musician that recently moved and am currently without a band so I figured in the mean time I would try some music creation software to fill in the other instruments until I get back into it but don’t know what to get! I’ve been looking into Cakewalk Music Creator 4 because of the virtual instruments but don’t know if It’s worth it. I play mostly grungy blues and a little goth.
Does Reaper have virtual instruments built in or do I need vi plug-ins?
